The second forum Russia is a Sports Nation was held in Moscow from 29 July to 1 August 2010 to coincide with the 30th anniversary of the 1980 Olympics. The Olympic Complex Luzhniki served the main venue for this event. The Edict of the President of the Russian Federation for the first time gave the Forum an international status. A number of activities was held during the Forum, including plenary sessions, research and practice conferences, workshops, a congress. The Forum featured the awarding ceremony honouring the national prize winners in Physical Culture and Sports, spectacular sports stage show Russia: Moscow 1980 – Sochi 2014 dedicated to the 30th anniversary of the 1980 Olympics, the Second International Sports Film Festival, the exhibition The Historical Re-enactment Moscow of the 80s.
The sporting programme included the Cup of the President of the Russian Federation in High School Horse Riding, the Cup of the President of the Russian Federation in Sambo, the European Rowing and Canoeing Junior Championship, the World Championship in Street Basketball, a spectacular stage show for children Forest Spartakiada Games and a sporting festival Moscow Sports Activities in Luzhniki dedicated to the 30th anniversary of the 1980 Olympics. The number of participants in the sporting events exceeded six thousand people. The 1980 Olympic champions and prize winners came to Moscow to take part in the festivities.
The number of participants in the 2010 Forum totalled over three thousand people. All in all considering the sporting and entertaining events the Forum was visited by about three hundred thousand people.
The sign was installed in front of the Luzhniki stadium in 2008, and then transmitted to the Alley of Glory in 2016 as part of the sports complex renovation program
